No, it actually doesn't. Maximum regen speed is exactly one layer per frame in this alloy. It can only go less than that. Of course it's not necessary to have this many layers in general.
A large mojority of the layers are extremly redundent and pointless to the poin that it actualloy slightly reduces the maximum regen speed
