It is possible, but it would require an immense level of enginnering; Just like GOL is turing-complete, powder toy is turing complete, so you can theoretically create this if you had all the time in the world. But you would need pixel perfect precision when you put the pixels on, and you wouldn't be able to save it unless you stamp it very big so for the next resizable toy instance which would be extremely laggy, you can put it there but it would be impossible for you to share unless screenshot, or the .cps file.
If you have the resizable toy, yes you can have a lot of space but you cannot save it unless you download a fat .cps file. The true limit here is time.
There's also a difference between "Turing complete" and "realistic." It's theoretically possible to make a rigid body physics simulator in Conway's Game of Life, but that doesn't mean you can just draw some arbitrary blocks of pixels/cells and have objects bounce around like you expect. Similarly, it's possible to artificially add virtually any quirk to a TPT reactor, but that doesn't mean the parts used magically get realistic properties. See my nuclear locomotive example for making HEAC appear to melt at a lower temperature than it should.
